Workforce Development/Booking Process for Flying Start Staff Training

This training program is designed to meet the mandatory training for Cardiff Flying Start Staff (Core Key Messages). Training will also be offered that is specific to department's training needs.


Responsibility of the Line Manager

Line Managers authorised to book training places for their teams must ensure that they only book for staff allocated to their team. Line managers are also responsible for updating records of staff that leave or are new starters at the setting in order to keep the data held up to date.

Managers should ensure that attendees put forward for training read and adhere to the Code of Conduct (Please see below). Failure to do so may result in the individual not being able to attend future courses.

Training courses may be added throughout the year. Line managers should check the website regularly for details and updates.

It is the responsibility of the line manager to explain the training process to their staff. Staff supplying email addresses must be made aware of the reasons for this and agree for their data to be used. Managers should ensure that details of all individuals are kept up to date, as all correspondence will be sent via email.

If managers need to make a change to the name of an attendee to a course, this must be completed within 24 hours before the course start date and time. Line managers are able to substitute members of staff booked onto a course via the Staff Training Website. This is to ensure that trainers receive the updated attendance list in order to prepare for the session.

It is the line manager's responsibility to inform the Cardiff Workforce Development team prior to the course, if any attendees require any additional support in order to successfully complete the course.

Details of service areas and staff details held, can be amended by the line manager once logged into the system.

It is the responsibility of the manager to monitor finance/budget for any training other than mandatory so that:

  • The courses are booked to come within the service annual training budget
  • The courses are recognised as appropriate for team members and are in their PP and DR
  • There are clear equity of opportunity for team members to attend training
  • The manager can assure that learning received is shared with other team members

Requests for Other Training

For training that is run outside of Flying Start / Cardiff Council, which relates to team/service specific or individual training needs, managers and individuals will need to complete a Request for Further Training form. This will need to be passed to your manager for approval.

When completing this form managers and individuals must ensure that the course details, including the cost, are clearly illustrated. Once approved by your line manager the form will need to be forwarded to the Workforce Development team - workforcedevelopment@cardiff.gov.uk

Workforce Development will arrange for the bookings to be made, and details will be forwarded to the candidate once the booking has been confirmed.


Code of Conduct for attendees booking onto training courses

  • All bookings for staff courses offered by Flying Start Workforce Development will need to be booked online by your line manager.
  • All training will be evaluated and participants are required to assist by completing the post evaluation training form and by providing honest feedback. If required, the Workforce Development team will follow up any concerns and queries.
  • On completion of training, attendees will be expected to provide feedback to their line manager and, if required, also disseminate information to other team members.
  • Copies of attendance certificates must be uploaded onto DigiGov for personal development records. Uploading this information is the responsibility of the participating individual. To do this:
    • Access the "How to use Digigov tab" via Cardiff Council Intranet.
    • Access Development and then click onto Learning and Development
    • Click onto employee and manager actions
    • then how to add certificate details
  • The Staff Workforce Development booking site will generate reminder text messages 2 weeks prior to the course start date. If you are not able to attend the course it is your responsibility to let your manager know. The Workforce Development team must be informed of any cancellations.
  • The Workforce Development team will inform line managers of non-attendance at training events. Managers will address this formally with their member of staff.
  • At the time of the manager booking your place on a course, emails will be received by yourself and your manager to confirm the booking.
  • Any requests to attend training outside of normal working hours will need to be agreed with line managers.

The Role of Cardiff Flying Start Workforce Development and Accredited Centre

To manage and maintain the online booking site to ensure that it is kept up to date with all information

To inform staff and managers of any new courses being added that are relevant to them

To maintain the training finance budget and work with the individual service area manager to ensure that training agreed is within the budget allocated

(If required), to book training requirements for external training agreed.

To control the reserve lists, the relevant service providers will be contacted if and when spaces become available.

To populate the Flying Start training RBA card and present this to the Flying Start management team

Dylai rheolwyr sicrhau bod y rhai sy'n mynd i hyfforddiant yn darllen ac yn cydymffurfio â'r Cod Ymddygiad (gwelwch isod). Os nad yw'n gwneud hynny, mae'n bosib na chaiff yr unigolyn fynd ar gyrsiau eraill.

Gellir ychwanegu cyrsiau trwy'r flwyddyn. Dylai rheolwyr llinell edrych ar y wefan yn rheolaidd er mwyn gweld manylion a newyddion.

Cyfrifoldeb y rheolwr llinell yw egluro'r broses hyfforddi i'w staff. Dylai aelodau staff sy'n rhoi cyfeiriadau e-bost wybod pam mae angen hyn a dylent gytuno i ni ddefnyddio eu data. Dylai rheolwyr sicrhau bod manylion pob unigolyn yn gyfredol oherwydd anfonir gohebiaeth trwy e-bost bob tro.

Os oes angen i reolwyr wneud newidiadau i enw rhywun sy'n mynd ar gwrs, dylid gwneud yr addasiadau 24 awr cyn amser a dyddiad dechrau'r cwrs. Mae modd i reolwyr llinell cyfnewid aelodau staff ar gwrs â rhai eraill trwy'r wefan Hyfforddi Staff. Y rheswm yw rhoi rhestr ddiweddar i'r hyfforddwyr er mwyn iddynt gael paratoi ar gyfer y sesiwn.

Cyfrifoldeb y rheolwr llinell yw rhoi gwybod i dîm Datblygu Gweithlu Caerdydd cyn y cwrs os oes angen cymorth ychwanegol ar unrhyw un sy'n mynychu er mwyn cwblhau'r cwrs yn llwyddiannus.

Gall y rheolwr llinell newid manylion y gwasanaethau a'r staff sydd ar gofnod pan fydd yn mewngofnodi i'r system.

Cyfrifoldeb y rheolwr yw monitro'r cyllid/y gyllideb ar gyfer unrhyw hyfforddiant nad yw'n ofynnol er mwyn sicrhau:

  • Archebu'r cyrsiau o fewn cyllideb flynyddol y gwasanaeth ar gyfer hyfforddiant;
  • Y cydnabyddir bod y cyrsiau'n addas ar gyfer aelodau'r tîm ac yn rhan o'u Hadolygiadau Datblygu Personol a Pherfformiad;
  • Cydraddoldeb cyfle clir ar gyfer aelodau'r tîm gael mynd i hyfforddiant;
  • Bod y rheolwr yn gallu sicrhau bod yr hyn a ddysgir yn cael ei rannu gydag aelodau eraill y tîm.

Ceisiadau am Hyfforddiant Arall

Ar gyfer hyfforddiant y tu allan i Dechrau'n Deg / Cyngor Caerdydd, sy'n berthnasol i anghenion hyfforddi penodol y tîm/gwasanaeth neu unigolion, bydd angen i reolwyr ac unigolion gwblhau ffurflen Cais am Hyfforddiant Pellach. Bydd angen anfon hon i'w chymeradwyo gan eich rheolwr .

Wrth gwblhau'r ffurflen hon, rhaid i reolwyr ac unigolion sicrhau bod manylion y cwrs, gan gynnwys y gost wedi eu nodi'n glir. Pan fydd hi wedi ei chymeradwyo gan y rheolwr llinell, bydd angen ei hanfon ymlaen i'r tîm Datblygu'r Gweithlu - datblygugweithlu@caerdydd.gov.uk

Bydd Datblygu Gweithlu'n trefnu'r archebion ac yn anfon y manylion ymlaen at yr ymgeisydd pan fydd yr archeb wedi ei gadarnhau.


Cod Ymddygiad ar gyfer y rhai sy'n mynd ar gyrsiau hyfforddi

  • Bydd rhaid i'ch rheolwr llinell archebu'r cyrsiau gan Datblygu Gweithlu Dechrau'n Deg ar-lein.
  • Gwerthusir yr hyfforddiant i gyd a bydd gofyn i'r rhai sy'n mynd helpu drwy gwblhau'r ffurflen werthuso ar ôl yr hyfforddiant a rhoi adborth onest. Os oes angen, bydd y tîm Datblygu'r Gweithlu'n ymateb i unrhyw bryderon neu ymholiadau.
  • Wedi cwblhau hyfforddiant, bydd disgwyl i'r rhai sy'n mynd roi adborth i'w rheolwr llinell, ac i aelodau eraill y tîm os oes angen.

  • Bydd y tîm Datblygu'r Gweithlu'n rhoi gwybod i'r rheolwyr llinell am ddiffyg presenoldeb yn y digwyddiadau hyfforddi. Bydd rheolwyr yn trafod y mater yn ffurfiol gyda'r aelod staff.
  • Pan mae'r rheolwr yn archebu lle ar y cwrs i chi, byddwch chi a'ch rheolwr yn derbyn e-bost yn cadarnhau'r archeb.
  • Bydd angen cytuno ar unrhyw gais am gael mynd i hyfforddiant y tu allan i oriau gwaith arferol gyda'r rheolwyr llinell.
